Volume 15, Issue 2 February 2007 NYSORVA: Recreational Trails Program Grants announced Recreational Trails Program Grants (RTP) are made available usually every other year in New York, and the latest release of funds has recently been announced, see the press release below for complete details. Individual grants for projects approved by NY’s RTP agency, Office of Parks, Recreation and Historic Preservation (OPRHP), flow down from block grants made available to the states funded by Federal Highway Gas Taxes collected on fuel purchased for use in OHVs (ATV, OHM, sled, 4WD). In 1991 RTP was passed into law under the “Simms Act”, which legislation was heavily promoted by national OHV interests for the benefit all categories of trail users, with a grant allocation ratio that are supposed to be split 30% non- motorized, 40% diverse motor/ non-motor, and 30% motor- specific. To date, grants in NY have been highly beneficial to non- motorized/hiking trails —OHVers’ often-overlooked gift to the non- motorized trail user communities. Snowmobile grooming equipment has also received the lion’s share of the motorized and diverse components, with limited funding going directly to trail projects on the ground. To our knowledge, the grant made to DEC noted below (see excerpt, complete release follows) is the only grant ever made in NY dedicated for a wheeled-OHV project, and doubly-notable in the face of historic resistance by DEC to reasonably accommodate ATV/ OHM recreation on lands under their jurisdiction. NYSORVA strongly encourages clubs, organization, and land use agencies at every level in NY to become educated in and take advantage of this funding stream the next time it becomes available, likely in 2008. Those who run and use the Paragon Adventure Park near Hazleton aren't happy about it. A judge has ruled the facility that is on leased land has to make way for a proposed cargo center. Some non-essential equipment is already being moved. The judge set a deadline of this Monday. An appeal is planned by the family that runs the park. "The last thing I can portray to my customers is that I am backing down from this, for them to have confidence and hope I have to," said Kyle Knosp. If the park closes that means a layoff for Katie Barton who works in the office. I'm supporting two kids on my own so if I go looking for a job there's a chance that I will make a lot less than I do right now because I've had this job for two-and-a-half years," she said. The park covers hundreds of acres and owners said it provides a safe place for ATVs and SUVs. "You get to go out, you're by yourself, you and the machines having a good time with friends, family," said Harold Haraldsen of Milford. "It's a family business trying to make a go of it and when it comes down to it, money talks," said employee Tammy Heffner. The park is expected to be packed Saturday when hundreds of people are expected to ride and donate money to help with the family's legal expenses. On the County and Region scene, the newly Organized Power Sports Dealers Organization is growing and the restructuring of NYSORVA and the Region 6 groups combined with the rest of the state to include NYTRO. There is a really good possibility we may have insurance same as Trail Pass to protect the Landowners and Clubs next year for a modest amount. Our County Politics are back stepping on the legislation that is needed to open the county properties and adjoining roads. We are seeing the environmental studies stalling for the winter so the required SEQR can not move forward. There is some light at the end of the tunnel but not much to keep you warm as winter approaches. I have purchased a snowmobile and will continue to work with the Winno Forest Group thru the Winter and start the strategy plans for the Pilot Multi Use Trail that will be there; this in turn will hopefully show the associated state and county officials that with a trail plan and up keep, you can have a nice trail system.
