Volume 17, Issue 2 March 2009 March 2009 ARRA Newsletter Last year a serious problem arose when foreign produced toys which contained high levels of lead paint were found to be entering the U.S. marketplace. Infants and young children, doing what they do, were susceptible to lead poisoning when they placed the toys in their mouths. Congress rushed to the rescue by enacting the Consumer Product Safety Improvement Act that included lead limits for products intended for use by children 12 years old and under. As the name indicates, the purpose of the legislation was to ensure that products are safe for use by the American consumer. The rule of unintended consequences is coming into play in a big way as it relates to youth-sized ATVs and dirt bikes. It just so happens that these vehicles contain some levels of lead in parts such as terminals on batteries and tire value stems. There haven't been any reports of kids placing such items in their mouths and suffering the perils of brain damage due to unusually high levels of lead. However, until the Consumer Product Safety Commission approves exclusion for these vehicles or Congress amends the law, dealers have to keep these vehicles off their showroom floors and cease any sales of either new or used youth-sized vehicles. So the question is what will kids do in the meantime... ride adult sized vehicles? We certainly hope not, but we fear that the result will be a situation that threatens the safety of our children rather than protect them. In short, we have a law that misses the mark and runs amok. Bentleys has offered us a private room for our meeting. Message from Bill Just had a great dinner at Bentleys and closed the deal for our meeting there next month. For those who plan on eating dinner before the meeting, the food and service was very good. My wife and I had some of the bigger dishes...but the burgers and mini pizzas looked really good and the wings smelled even better. We will have the side room in the front of the building from 6:30 on. It will seat 20 easily and leave room for others to stand or sit on the sides. There will be tables that seat four and at the owner’s request, if it is busy, there will be one check per table, so we will have deal with that. They cannot guarantee individual dinner checks. So if you do not want to deal with figuring out a check and are just going to get a beverage, then I recommend you just going to the bar. Also, if you plan on ordering dinner, you might want to get there a little before seven to get your table. Again, the next meeting will be on TUESDAY March 31 at Bentleys, off I-87 Exit 13S. Inch of rain forecasted for Sunday so should take a wallop out of the five feet of snow we still have on the woodland trails. The community is excited as the new Trails are being opened. The feedback is great that the ATV Club has thought so much of the community that they try and bring an economic boom back to their dwindling community. The support from the landowners and groups has been a blessing. We were given the use of a community room and kitchen to hold meetings and fundraisers—the plus is that it is accessible from the new trails. Legislators are climbing on board and by next year we are hoping that the State will recognize the work and progress we have made and join in. Lewis County has gone to a Trail Permit System which will help support maintenance and patrols on the trails. Education and advertising will also be deducted from the profits. In Jefferson we are several years behind so will be relying on memberships and fundraisers to fund the Trails. Pricing 24” culverts at $450.00 a pop, it’s scary how fast you can chew up a budget. Fuel prices have come down for awhile and now heading back up. ATVs run a couple gallons and tractor mowing will run five to 10 gallons so we could see a $50-$100.00 expense in one day. By the time we have the full package rolling in a couple of years we will be looking at 10 to 15K to develop and 1-2K to maintain. So having all the riders sharing the expense of a Paid Trail permit to me is a gimmee. Economic gamble, local factory first of many closing in our area, 230 jobs lost and 10% unemployment makes one wonder if there will be anyone that can afford recreation. Downsizing and investments going bad, the future looks bleak as many think about their future. My personal outlook is that as the community comes together we will see more local support. Instead of long distance vacations, families will be staying closer to home and going back to nature and rustic settings. This is in line with the ATV experience, economical after the initial investment—for the price of a good meal you get a day of relaxation. Wrapping it up for this month, it’s been a long week, looking forward to showing everyone the hidden wonders of the North Country. Until we meet on the Trails, ride safe.
