April 15, 2008, First Published at 9:30 a.m. WATERTOWN, N.Y. — Effective Tuesday, April 15, 2008, the New York State Department of Environmental Conservation (DEC) will close roads under its jurisdiction in Region 6 to all-terrain vehicle traffic (ATV) which were not properly opened to ATV traffic in accordance with section 2405(1) of the state Vehicle and Traffic Law. As a result, 40 roads on state reforestation areas in Jefferson, Lewis and Oswego counties will be closed to ATVs. DEC will remove signs that had previously posted these roads as open to ATV traffic. In addition, 12 roads open to ATVs on conservation easement lands in northern Lewis County will also be closed to ATV's this spring. Previously, the Department proposed to close these roads as outlined in the proposed Watson's East Triangle Unit Management Plan. The road closures do not affect ATV use by qualified persons with disabilities on designated DEC roads as allowed by DEC Commissioner's Policy No. 3. Almost all of these roads currently allow use by motor vehicles (cars and trucks) and this use will not change. A list of the roads being closed to ATVs is attached. The members at March’s meeting voted to drop it because of the cost to the club. The problem that I have is I’ve been sending the NCATVA Email Update out and I keep getting some back to me because of issues with the Email addresses that I have. So anyone that has Email and is not getting the Update Emails, please send me an updated Email address so I can fix yours, or you will not be getting the Update or a newsletter starting June 1st. We need things to try to help raise funds to help off set the lease fees or ideas on how to bring memberships up. We used to have 100 members and right now we are at 68 and I don’t understand why when there are 17,405 ATVs in our area registered in NY. The only event that we have for this year is the Washington County Fair’s ATV Pulls. So if any one has any ideas for other things, please let an officer know. We do have an offer from a local dealer to raffle off a KTM dirt bike. He will give us the bike at cost ($5000.00) and will wait for the end of the raffle to be paid. His idea was to sell 200 tickets at $50.00 per ticket. He also had the idea of holding a race but because of our lease terms we can not do any thing like that on the lease. * * * * * Remember to stay on the trail and respect the land and the landowner! I tried to recap all the events that have gone on since our last meeting in September 07. The County Trails plans were pushed from one politician to the next and fell scrutiny to many committees. As of last communication with the county Trail Coordinator, June 3rd the ATV policy/program will be presented to the full legislative board & at that time “Hopefully” the county reforestation lots will be opened and the SEQR to open the adjoining roads linking the trails from Oswego County thru Jefferson and into Lewis County will be one more step closer. Most of us never thought that the snail pace of politics would have ever taken three years and still nothing in place. Courtesy of the Environmental “Pull or Bull”. NY State changed the Title of the DEC Truck Trails which are nothing more than low to no maintenance, trails and run down dirt roads to DEC Truck Roads. By re naming them “roads” the V&T prevents ATVs from being used on roads as trails. Will NY bring these “ Trails” up to a Road Status, I don’t think so! Region 6 director and Winnona Forest DEC Director had a meeting with those involved in that area to attempt to leave Wart and Hessle roads open which are the only way possible for a tri-county ATV Trail Plan. Sadly, due to the poor support for the ATV Clubs and shortage of free time, our Jefferson County ATV Club president has submitted his resignation. Also due to returning to college we also lost our county treasure/secretary. I don’t blame them and am thankful for what they did contribute to the cause. As I have said many times Family and Work/Job must come first. So again I find myself filling even more responsibilities as the only remaining officer on the County ATV group. Seeing as it will take most of the summer before the County Trail Coordinator before we will have any legal trails in place we will just sit idle and wait to see what happens down the road. As for the Northern Chapter, our immediate focus will be finishing up the New ATV trails we started in the Sandy Creek Community Park. I stopped counting at ten downed trees that need to be cleared and several bridges to widen and railings repaired during my scouting ride of the area. One bridge on the back section looks like a 4wd truck smashed it so a new bridge will need to be reconstructed and sectioned off so motor vehicles will not be able to damage it again. Our new NYSORVA membership was discussed and will be interesting to see if any other county clubs will also come on board with NYSORVA. Our first ride will be in support of the Lewis County Trail Benefit Ride May 3rd so hope to see a good turn out. Had the first brake hose for me break on the wife’s Bombardier so hope to get that back up and running soon. With the DEC out looking to fatten their wallets off the back of the ATVers make sure you are riding on legal Trails and Roads and a legal and legible copy of your registration and insurance is ready for their inspection. Until we meet again, be safe and don’t despair. I told Joe that I would pass it around...Side by side machines that were not registered and insured were rounded up by the dozens and removed from the trails this past weekend at the SNIRT run. Sheriffs, state police and DEC stopped and ticketed EVERY unregistered side by machine that they could find. Until this gets resolved you can do one of two things. One...do not go to the Tug Hill Plateau to ride with your side by side, or Two...go to the Pennsylvania DMV website. Tell them that you intend on doing a lot of riding in PA, and register your side by side there. Then you can legally ride on the Hill. I was also told that a bill is in the works to get these machines registered in New York. We knew that thisday would surely come...more money for the state to steal from us!!! :( If the bill information gets passed to me, I will pass it along to you all.
