Unlike previous years, this time we received a lease that is good for the next three years. The fist installment has been paid and now we need to work on raising enough money to pay the 2nd installment. If you have any fundraising ideas please bring them to the next meeting. We are out growing our meeting location at Friendly’s Restaurant, The members who attended September’s meeting have voted to try to find a new location. If a new location is found before the next meeting, the members at the September meeting voted to change the location for the October meeting. We have contacted the Weathervane restaurant on Rte 9 in Saratoga, they said that we could hold our meeting there but would have to change our meeting day to Tuesday. The Weathervane has said that we would have full access to the food menu and the bar. We sent an e-mail asking your opinion on this change; if you have not sent in your response please let us know if you are in favor of this change or if you have a sug gestion on a different location. We would like to schedule our next meeting at a new location; the meeting date would be October 28 if we move to the Weathervane or October 30th if we stay at Friendly’s. We need your answers by October 4th. Jim Glockner has semi-retired as Trail Coordinator; we want to thank Jim for all his hard work and the many trails that he worked so hard to open up. Bill Below will be taking over as the new Trail Coordinator. Bill has been working very closely with Jim on opening trails and making the trail maps. Jim will still be an active club member. Jim, thank you for all your hard work and congratulations on your retirement. The treasurer’s report was given. October 11th Poker Run review and suggestions for next year: • More signs needed, especially from parking area to trail head - Use orange cones - Spell out “Wrong Way”—no one knew what the “W” signs meant - Signs to “Trail Head” - “More Trails” - “Exit” - Signs to and from special event(s) - Add 90° turn arrows for sharp turns • Post large signs with color key at registration and the trail head: - Yellow: Beginner - Green: Easy - Blue: Hard or Difficult -Red: Expert • Hand out trail maps? • Lay out a specific course for people to follow? • Paint all sign posts with a bright color—they blended too much • Eliminate the blue loop after the bridge • Put numbers on the chip buckets - Also post “you are here” maps at bucket locations? • Staff shirts worked very well • Registration went very smoothly—handing out entry blanks as people drove in eliminated hold-ups at registration tables. - Add Driver/Passenger selections to entry blank -Move “Entry Number” to a box on the right side of the blanks • We would like to help move the horse fence over so we can use the old snowmobile trail and eliminate the two-way trail after the bridge. • Remove the right-turn green arrow at the intersection to the Snack Bar. Confusing. • Need more volunteers so that people aren’t stuck in one spot all day. • We gained 12 new memberships during the poker run! After a week of heavy rain “what’s new” we may be having some sun for the weekend. Got a recent e-mail back from our county Trail Coordinator and the landowners consent form for the our County Reforestation Lots are still at the lawyers. The insurance policy has been scrutinized by about everyone over the last year so can’t understand what the hold up is. If everything comes together we will be the hub club for roughly 35 Miles of the Tri County Master Trail System linking Oswego, Jefferson and Lewis Counties. Over the last several years I have seen many of my loyal members move on do to not having trails to “Legally Ride”. Come Spring I hope to see our Chapter triple in size and find members willing to step up to the plate and help manage and run the club. Until then there is plenty of paperwork and system development to work on. But for now I have a garden of tomatoes and potatoes to harvest along with a woodlot to harvest before snow flies. So until we meet on the Trails be safe and enjoy! Enclosed is the controversial reopening of the DEC controlled roads, I say controversial due to the politician who took credit for it & not proving he did any thing positive about it in the first place and all the political grandstanding and back stabbing to the rest of the area that pursued the final decision. I personally hope this now will set president as the Lewis County vs DEC lawsuit moves on. As a Club president it was always about the big picture. [Department of Environmental Conservation Press Release:] After an extensive review, New York State Department of Environmental Conservation Regional Director Judy Drabicki announced today that sections of two roads on state lands that connect Jefferson and Oswego counties will be re-opened to all- terrain vehicles (ATVs), determining that the discretionary decision to open the roads was compatible with vehicle and traffic laws. DEC will open a section of Hessel Road (also known as the Remington Truck Road) and a section of Wart Road (also known as Blood Truck Road) to ATVs (more details below). Both sections are located in the Winona State Forest, which is under DEC jurisdiction. The action will allow the ATV trail system in Oswego County to connect to ATV trails in Jefferson County. Earlier this year, DEC closed 40 roads -- located in state reforestation lands in Jefferson, Oswego and Lewis counties - to ATV traffic after determining that, in the past, the roads had not been legally opened to ATVs. Allowing ATV traffic on these roads did not comply with applicable provisions of the state vehicle and traffic laws. However, DEC agreed to review the status of Hessel and Wart roads at the request of the Jefferson County trail coordinator and based upon information provided by the county. Director Drabicki and staff concluded that opening the sections of the roads was a lawful exercise of discretion, finding that the roads met the legal conditions for re-opening under the vehicle and traffic laws and that no other existing roads or trails provided reasonable access between the two trails. Also, these roads provided the best link to the county trail systems compared to alternatives, and could be used without causing environmental damage. "We have said all along that DEC would review specific requests to open roads if lawful and warranted by the facts," Director Drabicki said. "In this instance, these roads in the Winona State Forest met the criteria." Director Drabicki noted that the road sections are to be used for the sole purpose of providing access to adjacent trails. Use of ATVs on state lands adjacent to Hessel and Wart roads that are not posted as open to ATVs will result in the closure of the roads. We went on a morning ride, returned for lunch and hit the trails again for a second ride. Our second ride we hit some of the blue trails. We are considering a return trip to hit all the blue and black trails, possibly in October. We also had a ride and camping weekend in Lake Demmon on the second weekend of August. Riders were pleased to find more trails already constructed and even more on the way. Although everyone wimped out of the mud pit this time around, everyone still had a great ride. Hats off to Southern Chapter for the great job they are doing there. "Oswego County is blessed with an abundance of natural resources that are enjoyed by a wide variety of outdoor enthusiasts," Barry Leemann, Chairman of the Oswego County Legislature, said while expressing his appreciation for the joint effort of the counties and DEC. "ATV riders are an important part of our tourism community and we are pleased that they will once again be able to utilize these cross-county connections. We know they will enjoy and respect the resources available as a result of this agreement." DEC staff will be placing signs indicating that the roads are open to ATV use as soon as this week, and will be working closely with WFRA members to ensure that riders are educated as to where the newly opened roads exist. About the Roads 1. Hessel Road: This covers a 1.1mile section of Hessel Road (also known as Remington Truck Road) from the Wart- VanWormer Road intersection to the Brown Road Extension. 2.
